A year after the lives of Zanzibar’s elderly were transformed by the introduction of pensions for people aged 70 or over – a first for east Africa – the benefits for the semi-autonomous region of Tanzania are plain to see.
Kate Holt travelled to Tanzania with Helpage International to meet the elderly people whose lives had been transformed by the monthly payments.

Yusuf is one of the first people who received the social pension when it was introduced last year. He is a retired chemistry teacher who also receives a pension from the Ministry of Education. For him the pension is helpful for months when money is tight, but he adds: “[The social pension] makes a very big difference to other older people who run their own business or who build their homes bit-by-bit.”Zanzibar is the first place in East Africa to give a State pension to everyone over the age of 70.

Using the pension she has set up a new business selling juice, which she sells for 1500 TZS (around 50p) a bottle. Cassim worked as a cleaner until he was 60, and was scraping by on a pension of 40,000 TZS (around £15) per month from this job. When the new universal social pension of 20,000 TZS was introduced his regular income increased by 50%, which gave him the means to set up his own shop in the community, selling basic goods such as flour, oil and shampoo.
Cassim says: “I chose to run a shop because it doesn’t require much energy as I sit here all day waiting from the customers.”
